What is the Harmonized System (HS)?

The Harmonized Commodity Description and Coding System (HS) is an international nomenclature for classifying traded products. It is developed and maintained by the World Customs Organization (WCO) and is used by more than 200 countries as a basis for their customs tariffs.

HS Code Structure

An HS code is structured hierarchically:

  • Section (I-XXI): 21 broad categories
  • Chapter (2 digits): 99 chapters (01-99)
  • Heading (4 digits): ~1,200 headings
  • Subheading (6 digits): ~5,000 subheadings (international standard)
  • Countries may add more digits (e.g. 8-digit for EU, 10-digit for US HTS)

Why is the correct HS Code important?

Using the correct HS code determines the tariff rate, eligibility for free trade agreements, and whether any import/export restrictions apply. Incorrect classification can result in fines, delays, or denied entry.

Country-specific codes

While the first 6 digits are standardized internationally, many countries add additional digits. For the definitive classification, always check with your destination country's customs authority.
